As per the USCIS instructions you, the US citizen can only file for:

A. Your husband or wife

B. Your unmarried child under age 21

C. Your unmarried son or daughter age 21 or older

D. Your married son or daughter of any age

E. Your brother(s) or sister(s) (you must be age 21 or older)

F. Your mother or father (you must be age 21 or older).

And a permanent resident can file for:

You can attempt this by an invitation letter however as always it is up to the embassy whether they grant the tourist visa or not. SHe still has to prove strong ties to her home country.

Good Luck

Why is it that the only one who can stop the crying is the one who started it in the first place?

You may provide a letter of invitation or support. However, this cannot guarantee visa issuance to a foreign national friend, relative or student. Visa applicants must qualify for the visa according to their own circumstances, not on the basis of an American sponsor's assurance.

emphasis added

YMMV
