Situation:

My sister is a US Green Card holder. She has a son, 4 years old living outside USA

She has plastic card & SSN number, can she apply I-130 for her son under “Second Preference 2A/2B” category under 21 Children?

Does She need to wait or stay in the US 2 (two) years before apply? I heard someone was telling me she has to wait for 2 year to apply for his son

I would really appreciate if you can reply.

As a LPR she can apply. Takes about 5 years [india] at this time.

Hum, I am not sure, don’t remember reading about wait. Maybe some one can help with this question.

I would suggest to your sister that she files for the I-130 now though she is just LPR. Wait for her to be a citizen. Then just upgrades the petition by the time she get's naturalized. It will make the petition moves faster.
