Ala carte is already here. In Santa Rosa, California, if you need an EMT, you can either pay for each visit, or prepay a flat rate for up to three visits. Itza acummin, as more local governments can no longer provide "free" services.

If CalFire (formerly CDF) shows up at your property to put out a fire, you can get charged for the visit.
