questions about sponsoring and proving domicile for dcf

Is DCF is old term for I-130? i got a lil confused with this letter. Thought my husband doesnt need to go back to the USA when filing a DCF bcoz it is for married couples who both live overseas (Philippines) But the way it says here he has to return to his homeland if I-130 is the so called old term for DCF .

Doesn't the guide here explain this anymore? DCF = Direct Consular Filing = related to filing the petition I-130. DCF allows a US citizen abroad to file the petition with his or her Consulate.

In Manila, one is technically not filing DCF because there is a USCIS office there. Regardless, it's the common name for this shortcut.

The reason your husband is required to go 'home' to the US before your visa is issued is related to the domicile requirement of the I-864. The visa can not be issued without it. By that time, the I-130 is already approved, so the 'DCF' part of the case is over.

Manila Consulate has had too many problems with US citizens sponsoring their family members but not being in the US as required. This is their solution to that.
