Can my american husband file a K3 visa application for me while in the Philippines?

Yes, file the I-130 first then the I129f.

Where is he taking up residence? In the U.S. or on the Philippines?

If he has been living in the Philippines for at least 6 months, then you may qualify for Direct Consular Filing (DCF). This means that instead of filing the initial I-130 petition to a designated Chicago Lockbox, your U.S. Citizen husband may file the I-130 petition at the USCIS office here in the Philippines (which is located at the U.S. Embassy).

If your husband is residing in the U.S., then he must submit the I-130 and its supporting documents at the designated Chicago Lockbox depending on which state is from.

Just note however, that if the I-130 petition is filed under DCF, your spouse still has to prove intent to reside with you in the U.S. (or establish domicile).

02-23-2018: Date on Biometrics Appointment Letter (Biometrics Appointment at Jacksonville ASC on March 13, 10:00 a.m.)

03-08-2018: Biometrics complete

04-05-2018: Case status updated - Interview Scheduled on May 10, 2018, 10:15 a.m. :D

05-10-2018: Citizenship Interview - Passed English and Civics Tests, Recommended for Approval! :D 

06-19-2018: Received email and text notification: Naturalization Ceremony Scheduled; waited for letter to be uploaded on online account - it has been set on Wednesday, July 25, 3:00 p.m.

07-25-2018: I am now a U.S. Citizen!
