My fiance works part time and she does not make above 18k a year. In this case I think we will need a co-sponsor but we cannot ask any of her family member to help. so kindly guide us that what should we do? I have a very very very close friend in U.S and any member in his family will be ready for co-sponsor. Can I ask his mother for help? Yes, she is a US citizen.

USC / LPR over 18 and willing to sign the form (and have sufficient income to support the number of people needed)

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.

Generally NO. Though some consulates may require this (Manilla seems to be an example of this). Other wise any citizen or LPR can be a co-sponsor. They must attach doumentation that they are a citizen or LPR.
