Police certificate from S. Korea?

Hello fellow VJ'ers

In anticipation of the next set of forms, I'm trying to gather more information around the police certificate. My wife resides in Edmonton and has always lived in either Edmonton or where she grew up in Viking (about 2 hours southwest) when she was in Canada.

She also spent about 2 years in S. Korea teaching English from 05-07.

My understanding is, she'll need to obtain a police certificate for Canada which I know she can get fairly quickly from the RCMP.

but,

For the S. Korean one, I did some research and found out that police records are unavailable for applicants living outside of S. Korea based on the reciprocity info given here:

What does this mean in terms of obtaining that certificate? Is there another document she can obtain, or does that mean she actually has to go back to S. Korea to get certificate? I'm asking now so if this is another long drawn out process, we can get that started too!

It is a tad vague,

what I would do, is e-mail the consulate where your wife will have her interview (It will be in Vancouver and you don't need a case # for general inquiries and they are failry fast responding). In the E-mail just state that you are a tad confused if Police certificates are obtainiable from S.Korea for Non citizen's/non residents. Explain that your wife is currently in Canada and not a resident of S.Korea anymore (where she taugth english for 2 yrs), does that mean she does not need to obtain a police certificate, or does it mean that she has to travel back to Korea to obtain one. My suspicion is that it will not be available to her if she is no longer a resident. But best insurance policy is to confirm with the embassy, they are the ones who will know for sure and print up the e-mail response from them for your records.

Since we are applying for a CR-1 and not a K-1 aren't all interviews done in Montreal? Any other thoughts on this from anyone??

Yes your interview will be in Montreal if you are doing a CR-1. E-mailing the embassy is a good idea. Here is their e-mail address and they do get back to you fairly quickly.

Sorry, my bad about place of interview, forgot you were not k-1. I would still e-mail the Vancouver consulate though with your question. They tend to be much faster responding if you don't have a case number assigned from the embassy yet.

So I emailed the Montreal consulate and they responded the same day! Wow, if only the rest of this process was so fast....They said she doesn't need to worry about the Police certificate from Korea and she doesn't need to fly back there. The person signed the email OP2. I have this for my records now, but do you think it's important to get a name as well? or is the OP2 sufficient?

Hi! I have been in the same situation thought different country. I'm from Manila, Philippines and lived and worked in Dubai, UAE for 4 years. What I did was I called UAE embassy in Manila and asked them how I can apply for Police certificate from Dubai when I am no longer residing there. They advised me to go to NBI (National Bureau of Investigations) or police headquarter in Manila to have my fingerprints and send it to Department of Foreign Affairs for authentication and then send to UAE embassy to be attested. And then I sent these (and other requirements) to my friend who was in Dubai and she applied on my behalf. The police clearance was released after 8 days. i don't know..maybe police certificate processing in South Korea would be different but I'm sure she will need authenticated fingerprints.
