They are mistaken. By 'states offices', I can only assume they mean local USCIS offices. They used to do that for K1s, but no longer.

i called the peace bridge border and i was asking about temp work permits and they told me that POE do not issue them but the states local offices do issue them . anyone else hear this?

No, they don't give out the stamp anymore for anyone. Not at the borer, not in the State. If you're from Canada, and you're eligible, you may be entitled to EI benefits when moving to the U.S. Have you been to the Canada forum? Check us out for info such as this. There is a pinned thread in the Canada forum on EI. Here's the link:

It is incorrect

K-1s are not eligible to work until they have the EAD or green card. Any information to the contrary is wrong.
