Package lost somewhere between USCIS and NVC

I know you have to wait some time after NOA2 until NVC receives the package, so we did. Then I called them today and asked if they have at least received it after it's been almost 3 weeks since CSC said they have mailed out a package to NVC. They said no - "we haven't received it in the mail yet (!) and you have to allow up to 4 weeks". Something tells me that if the haven't received it in 3 weeks nothing is going to change in another week and our package is lost somewhere... What do we do now? Every day counts as my fiance has to come here to start a semester in university and he'd probably lose another year if he doesn't - they're very strict here due to California budget crisis and are looking for reasons to reject students on minor grounds.

NVC is far away from CSC so CSC usually wait until they have a full truck load before sending it off, so it might take some time. call again next week.

But.... they say on their web site (in my portfolio) that they have sent it already (on 6/30)... Are you saying this is not to be trusted? Also, don't they use some kind of mail service such as USPS anyway?

This happens all the time. In all likelyhood they (NVC) already have it and the next thing you hear will be a letter in the mail telling you it has been sent from NVC to the Consulate and assigning the KEV number. Calling the clueless government telephone operators will only cause panic and worry...STOP DOING IT!!!!!!!!! The government does NOT work by telephone, they never have and have no need or ambittion to. Giving correct information would only encourage more pesky citizens calling.

Soon they will be handling your health care too...stop worrying.

NOTHING the government tells you on the phone or on their website is to be trusted. TRUST that which arrives in your mailbox. The telephone and internet sites are wastes of our confiscated earnings in order for them to be "modernized" which they really have no interest in doing. My "portfolio" says my wife's petition is "pending", she has been her nearly a year, had a green card for 8 months+.

It is entirely possible, and I have seen it happen MANY times, that the consulate already has your file. Your next phone call, if you insist on making them, should be to the call center. Ask Viktoria if she has your file. If you do not have the NVC number, then refer to your fiance's name. I know of several cases where petitions EXPIRED at the consulate while the petitioner patiently waited for their letter from NVC.

yes , gary i think this is for a k1 , like i stated, we waited for 3 months just for transit between csc and nvc. if we would have waited for a letter from them , we would still be waiting 6 months +. call congressman and tell them you think csc sent your petition to the wrong place. or wait and burn 3 months like we did.

what ever your descision

I guess it doesn't make sense calling the Kiev call center (Warsaw one in this case) on Saturday, right? How long does the package usually go from NVC there, a week?

The call center is open only Mon-Fri 8am to 6pm KIEV time which is 10 hours ahead of Pacific time. Best to call them early (10pm Sunday night) They will want your case number, tell them you have received notice it has been sent, but not the case number and give your fiance's name. Talk nicely to Viktoria and she will try to look it up. Tell her you are the petitioner. When you call, follow the prompts to buy a PIN, when she answers just ask her. This way you do not eat up a $12 PIN just to ask the question if they have your case. It usually takes 3-4 weeks from NOA2 until they have it.

It is also possible that your case is held for AP at NVC, it happens often enough. The phone operators do not always know this (or anything else for that matter) AP can add 2-8 weeks to the process. I have seen every sort of combination of foul up with people going through Kiev (forgive me, but I take exceptional interest in this as often enough Alla has done the translations)

1. Case has been forwarded to Kiev, they are waiting for you to call for an appointment but you never receive notice from NVC (and Ukrainian mail is so terrible there is no better than 50/50 chance your fiance will receive packet 3) You don't know it is there and they arew ondering why you don't call, but not enough to call you. (which will NEVER happen) I know of 3 where the petition actually expired while people were waiting to hear something. Fortunately they were able to get the case "extended" before it was sent back to USCIS

2. Case is held in AP at NVC and the phone operator doesn't know it. If Kiev does not receive your case in 3-4 weeks (from NOA2) this is probably the case.

3. You get one (or more) letters from NVC that the case has been forwarded to the consulate but it is actually held in AP. This one is REALLY frustrating. One member here got THREE letters from NVC that the case was forwarded while it was actually still held at NVC for more than 8 weeks.

Again, NONE of this is the fault of the Kiev consulate, but I talk to many more people going through Kiev than others. Calling your Congressman is not a bad idea, but it is unlikely at this point they could be of any benefit. It is probably a better use of a dime than calling NVC or USCIS. In MOST cases, NVC has the case BEFORE you receive the NOA2 (in the mail) Notice of the NOA2 on the online system means really nothing. Saying it was "sent" only means it was "processed" to be sent. The adjudicator approved it and handed it off to the next person that processes and sends the notice. In my case I received the letter from NVC 2 days after the NOA2 came in the mail, the notice arrived 6 days after it was approved, (I live within sight, literally, of the VSC) and Kiev had it in their system 19 days after NOA2 date. (my case never was updated online, the mailed notice was the first clue I had it was approved, I would still be waiting if I went by the online system and Alla never did receive packet 3)

As usual, thanks a lot for all replies. I actually received NOA2 in the mail 3 days after actual date, so it's not that terrible, but what's disturbing is that they say with full confidence over the phone that they have not received anything on my case and don't have any record. Only one lady said once that they might have it in the mail room where packages might be waiting "for a week" which again indicates that there's something wrong with my package since it's been three weeks and mail in US never takes that long to be delivered. I'll take your advice Gary and call Kiev next week. So frustrating that it's such a terribly organized process...

That happened to me. They lost my petition in between CSC and VSc and it took 4 months to be "found". But to be found, my husband had to contact the congressman and wait another month for them to send the petition to Brazil. He just contacted the congressman on the 4th month... Maybe we could have "found" it earlier, but it didnt work that way...

So be on the top of your game and give them the time they ask for, if it is passed that, contact whoever you need to contact for your petition to be sent to the embassy in the home country.

The whole process on my end took about a year to be processed.

It was tough...

Anyways, good luck, and I truly hope they do not lose your petition and its just a matter of one more week to be sent there...

You can call the Dept of State (the 202 number) before 5pm. They were able to tell me that the US Embassy in Kingston received the electronic version of my paperwork on Monday, even though they didn't show that the US EM received the hard copy (which I'm 99% sure DSL delivered a day or so before my call to Dept of State).

My smartest friend Google helped me find my congressman. Or try this link: https://writerep.house.gov/writerep/welcome.shtml

they are right.... we got noa2 in the mail....... when i call uscis...they say old news....they approved in june 12..2009 but they dont even show it...nvc....still says we haveNOT received your case.... what people dont realize, is these people working at "nvc" and "uscis" are just call centers with just a computer...they are not actual visa specialist or uscis immigration officers..all info they know is what the website tells them and nothing more...
