It is not the I-130 processing that will be the delay... it is the available visa number...

Absolutely no way to predict how long it will take. All you can go by is how long people who are eligible for visas today have been waiting. You can estimate a wait time based on past events, but that estate assumes that the law and number of people who have applied annually will not change.

People who have a priority date of 01/08/2003 are now being issued with visa numbers. They will still have to do the NVC and that can take anything from a few weeks to a few months and then they will have to wait for a interview appointment at the embassy in their home country. So you are looking at 6+ years..
