i dont remember where i heard it from....but do i have to be citizen at least 3 years to be able to file a petition for my sister .....?

NO! You can file as soon as you are a US Citizen. Looks like it will take about 11 years.

K1 denied, K3/K4, CR-1/CR-2, AOS, ROC, Adoption, US citizenship and dual citizenship

8 years more. Approval just means it will be stored somewhere for a while before being sent to NVC where they will assign the immigrant visa number.

I'm a bit off-topic, but in terms of the 11 years, I filed for my adult brother three years ago and just yesterday got an I-797 approval notice. Should I anticipate another 8 years of processing time, or did I just get lucky?

Where did you file? Vermont is supposedly currently processing 2001 petitions for siblings, while California is still processing them from last century (1999).

NO! You can file as soon as you are a US Citizen. Looks like it will take about 11 years.

Approval does not equate to getting a visa. Approval is just the first step. Your sister still has to wait until a visa becomes available. Visas for siblings of US citizens are limited. Approval is not the problem, it is all the people in front of your sister with approved petitions who are waiting for a visa. So your sister does have to wait another 8 years.

Could anyone tell me how long it takes to bring parents as apposed to a spouse of the petitioner to the US?

It takes anywhere from 6 months to over a year for a US citizen to petition for a parent - about the same as a US citizen petitioning a spouse. LPRs cannot petition for parents.
