Your sister is in the F2a category (LPR petitioning for a unmarried child under 21). Currently, F2a beneficiaries with petitions filed before Dec. 22, 2004 are eligible for visas. So once your sister returns the DS3032, your mother will receive a letter with instructions on paying the Affidavit of Support and Immigration Visa fees. Once those fees are paid online at the website indicated in the letter, your mother needs to return to the website for further instructions. She will need to file the I-864 Affidavit of Support with her latest tax return. Your sister will fill out the DS-230 Immigration Visa application and provide the required supporting documents requested. Once all the paperwork is complete, the US embassy/consulate will schedule her interview. The interview will not be scheduled until her Priority Date becomes current (which is in about a year).

Think you for your answer.Sorry I have another question : my mother have received the DS 3032 yesterday for her other son who is 20 years ( she is sponsoring her daughter and her son) but the problem is that she has never worked ,she came to the usa along with my father as parents of us citizen (I'm their sponsor). Right now my gross income is 52.000$ ,I'm claiming my parents as dependants and I 'm supporting my wife ( a house wife and 2 kids) ,my mother wants me to be the co-sponsor for my brother and sister . Is 52.000$ enough to co-sponsor my brother and sister because we are 6 persons in the household and she doen't have any tax return because she depents on me. If not Is it ok if somebody else is the co-sponsor not me? Think you so much.

You'll be fine. You have to show that you can support eight (not six); you, your wife, your 2 kids, your parents (since you petitioned for them) and your two siblings (who you will be a joint sponsor for on the Affidavit of Support).

You must show that you are 125% above the poverty level in order to qualify as a joint sponsor on the AoS. For 2009, you must make more than $46,262 for eight people if you live in anywhere in the US except for Hawaii or Alaska. http://www.uscis.gov/portal/site/uscis/men...00048f3d6a1RCRD
