You cannot file for a tourist (visitor) visa for your brother. From the link you provided, it states that "The Consular Section of the U.S. Embassy in Baghdad is not currently authorized to process Business and Tourism visas (B1/B2 visas)." There is an e-mail address to inquire about obtaining a US tourist visa; Non-Immigrant Visas (visitor, student, exchange program, and employment visas): BaghdadNIV@state.gov. Try contacting them about how your brother can apply for a tourist visa.
