The guidelines for the I-134 are 100% of the poverty line. For the I-864 it is 125%. Many of the consulates use the 125% standard for the I-134 as well. It appears that Manila does not.

So i am guessing HCM uses only 125% for I-134.

Yes, and typically does not accept co-sponsors for the K visas.

my fiance have job now and he meet the poverty level it is possible that they will issue me a visa soon and if yes how long i am going to wait again..i really miss my fiance so bad... :(

In my opinion you should wait for one or two pay periods so that you can submit pay stubs along with the employer letter. That would be better evidence of his new income.

his boss told him that they will pay him every week so is that ok if i am just show his two weekly payment stub?
