The only visa that would be available would be a tourist visa, It is very difficult to get a B2 visa unless you can show that you have very strong ties to your home country. So unless mom has a good job and property and asetts to prove she will return home once the visit is over. It is very unlikely she would be given a visa.

If she feels she has enough evidence to show she will return then she can apply for a B2 visa at the local US Embassy. You can provide a written statement of support but that does not give any extra weight to the application.

It may be better for your wife to find a birth partner if you can not be there during the labour.

If her mother would only be coming temporarily to help with the birth, then a visitor's visa is about the only option. As TayRivers said, a visitor's visa might be nearly impossible to get. This has a lot to do with economics. The lower the standard of living is in a country, the higher the chances that the visitor will attempt to stay in the US, and the greater the burden of proof is that the visitor will return to their home country when they're supposed to. In many countries, the threshold of proof is so high that's it's virtually impossible to meet.

If she's coming to the US permanently, and your wife is a US citizen, then she can sponsor her as an immediate relative. If your wife is a permanent resident then she can't sponsor her mother for an immigrant visa.
