My wife and daughter plan to visit her family in PI for 2 months next month. My ? is, is all she needs is her passport with her maiden name plus marriage certificate, and green card with new name to travel? Will she also need a written letter from me stating that I give her permission to take our daughter out of the country? Thanks for the help in advance.

If your wife has a green card then thats all she need but she can bring some documents with her as well like the marriage cert.etc. Your child can request for extension or if the child also has a Phil passport then nothing to worry. I stayed in the Phil.s for almost 5 months and no problem at all.

Also is there a max amount of time that a us citizen can leave the country. Ive heard of it being 21 days but want to me sure. If it is 21 days is there an extension for it?

USC can leave the USA for any amount of time... The real question is how long can the USC be in the foreign country. This might be where you get the 21 days as if I remember correctly a USC can be in the PI without a visa for 21 days.

It is a good thing to have your wife carry a permission letter but I am not sure one is required, as you already gave permission for the child to get a passport which might act as in fact "permission" to leave though not 100% sure.

YMMV
