So my fiance just went to Cebu for the CFO .. they will not issue her the CFO certificate without the following ...

A photo copy of MY passport ( I am hesitant on this but I will be blacking out the Passport number ) ... I don't see the need for them to have this in the first place .... unbelievable ...

Secondly they are asking for a Certificate of Singleness from me ... well if they had half a brain there they would know that my petition for my fiance wouldn't be approved if I wasn't single and free to marry ... but anyway I realize what I am dealing with here ..

Anyone know what we can do here in the US to fulfill this request for a certificate of singleness here in the US? As far as I know we don't have such a document or a cenomar like in the PHILS ... thanks for any help

I just had my CFO seminar awhile ago (at St. Mary's Manila) all they asked for is.... 3 photocopy of my passport & visa, and the fee.

I've read a similar situation like you posted here in vj, I'm gonna look for it. I had a nice experience with the CFO cebu. I'm sorry they are givin her a hard time.

Not true that they wouldn't allow passport availment without the CFO certificate. Getting a passport is a different matter altogether. I have sent you a message. Check it.

Sorry to hear you are having this problem and I hope you can resolve it quickly. CFO is a step in the process that most people do not realize is a pain. They at times ask for documents, as in your case, that had to be given to the Embassy or USCIS in order to have the petition or interview approval. I had my fiancee bring to CFO everythinhg she took to the Embassy interview. Glad I did coz CFO demanded a copy of my divorce decree.

CFO is like another interview in some respects. Something should be done about it coz it is another way for the Philippine government to squeeze more money out of people. I like most people thought it was a simple quick attending the seminar and placement of the CFO stamp in the passport. NOT!!!!!!!!

I understand the concept that the exit seminar is supposed to educated exiting Filipino's on adjusting to their new life in a foreign country. I support that concept. What I don't understand is why the CFO acts like the 2nd line of defense for fact checking the requirements for potential visa's. That is the job of the Embassy personel. Your American passport has nothing to do with your fiance/spouse learning how to adjust. Your singleness will definately be checked before the visa is issued. So why does the CFO require these things? Many people have their opinions on that, I have mine. After living in the RP I can say one thing for sure: Filipino Government and business loves the process. For example I got a permit to haul livestock in the RP a year ago, it required a seminar and this big drawn out process that cost twice the peso's the actual permit cost. When my fiance saw me getting frustrated she just smiled at me and said "Filipino's love the process." I found just laughing about it is better then getting bent out of shape, just remember deep breaths. If you spend any amount of time in the RP you will notice that not too many Pilipino's complain. I think partly because they have resloved themselves to the way things are. Its a cultural thing, and hard to do as American. The RP will teach you patience, good luck this journey is worth it.

You are absolutely right. They love the process..Any process that can squeeze more money out of you for that matter. That said, very good advice. This journey is worth every step. Good luck and God bless. Mike

Kinda weird. Why do they need a photocopy of your passport? I thought she is going to need a photcopy of her passport, visa and the fees for the counselling, CFO sticker and stamp only.

cfo asks some papers from the petitioner so they can keep information of the petitioner to their file so if something happen to the beneficiary here in usa maybe they can tract who did it.

when i had my seminar in cebu they asked me the copy of the passport of my hubby, they asked if we have a copy of certificate of singleness or the legal capacity to marry from the embassy and i said we dont have but i have his income tax return...so they took a copy of it but only the one with his name, address and status.

i never had problem in my seminar in cebu because before i went there in cebu i called them first and asked what requirements should i bring.

Of all the steps in this visa process, only that cebu seminar giving me a hard time, i regret so much why I had my seminar there. I don't like cebu cfo.

July 25 Got our NOA1 hard copy.. yay!!

Dec 18,22 Medical Exam.. PASSED!

Jan.13 Interview... PASSED!

Jan 15 Visa on hand!! soooooooo happy

Dear Frustrated,

My finace (now wife) went to CFO (st. mary's) bright and early one morning and at 10PM the same day was on the plane to America.

Good that you want to get this stuff done, however CFO is easy (especially at st. mary's) so maybe it is better to wait until after the interview especially since many weird things can happen at the interview to stop the process in it tracks. The interview is the spot in the process that is the most unpredictable. CFO before interview is putting the cart before the horse.

I would just wait to do seminar while in Manila for interview do the day before or after.
