He's a 26 year old, meaning Thatcher left office when he was 11. And yet even if Thatcher were still in office, and Tony Blair not the Prime Minister with a majority government for ten years, the attacker would still be Slovakian. Or did Thatcher close the mental hospitals in Slovakia?

Um no, but in a lot of ways the UK is still paying the price for decisions made by the old government, quite apart from the new problems Blair et al have created. But it was the Thatcher government who came up with the 'care in the community' policy as a justification for closing the majority of mental hospitals (to save money).
