Your fiancee may not take the local board exam in PI anymore. She will just make a written explanation of having no PI license for the application of Licensure by Examination. While she's still in PI, advise your fiancee to fill out the request forms for copies of TOR and breakdown of academic subjects that she can download from the Cali BRN website and submit those forms to her school where she finished her BSN. She may submit the remaining requirements once she'll get here and have SSN then.

Just visit the California BRN website and go to licensure by examination section for more details of the requirements.
