It's also very difficult for a US citizen to marry a local citizen in some countries. Foreign governments sometimes set up a seemingly endless series of hurdles the couple has to overcome before they can be married, often with a substantial fee involved at each stage.

in china you have to go to the province capital (in henan, at least), and register your marriage, and you're done. the entire legal process costs 5 yuan (less than a buck). where they get you is the document prep. the foreigner has to have certified translated copies of "proof of single status", passport with good visa, identity docs of various kinds. the chinese also has to have a statement from their hokou town that they are not married of record, and their national ID card, and the hokou book, i think.
