Can I apply for the Diverstiy Visa Lottery for 2011?

Timeline

I have been wanting to join the Diversity Visa Lottery for some time now but couldn't unfortunately. Now I'm thinking of joining the Lottery for 2011 but I need your advice to make sure that I'm eligible. I am a Pakistani and so are my parents and I know that my country isn't eligible for the Diversity Visa Lottery but I was born in Spain. All proof I have of that is my birth certificate. I have been reading the instructions for the 2010 lottery and it looks to me as if i can join but I need your opinion to be sure. My question is if 2011 follows the same instructions and eligible countries as 2010, can i apply.

(Spain is an eligible country. I have read all the other factors such as being an adult and at least having a high school education etc and I qualify for everything. I just got to make sure if being born in Spain lets me join.)

Native of a country whose natives qualify:

In most cases, this means the country in which you were

born. However, there are two other ways you may be able to qualify. First, if you were born in a country

whose natives are ineligible but your spouse was born in a country whose natives are eligible; you can

claim your spouse’s country of birth, provided both you and your spouse are on the selected entry, are

issued visas, and enter the U.S. simultaneously. Second, if you were born in a country whose natives are

ineligible, but neither of your parents was born there or resided there at the time of your birth, you may

claim nativity in one of your parents’ country of birth, if it is a country whose natives qualify for the DV-2010

program.

If you are a Spanish Citizen, then you can apply from Spain.

By the way:

Your descriptions of nativity don't seem to apply for you, they seem more like the reverse - I.E. your parents are eligible, but you were born in an ineligible country.

actually I don't know....consult a lawyer if you are concerned.

DV is such a slim chance anyway. If you really want to come to the US, find a better way.
