Doubt it, but not sure.

If someone is already here and working on a visa, why would they want a lottery visa? Hmmm....

Take a large, almost round, rotating sphere about 8000 miles in diameter, surround it with a murky, viscous atmosphere of gases mixed with water vapor, tilt its axis so it wobbles back and forth with respect to a source of heat and light, freeze it at both ends and roast it in the middle, cover most of its surface with liquid that constantly feeds vapor into the atmosphere as the sphere tosses billions of gallons up and down to the rhythmic pulling of a captive satellite and the sun. Then try to predict the conditions of that atmosphere over a small area within a 5 mile radius for a period of one to five days in advance!

Can someone apply for the diversity visa lottery, when they are already here living & working in US on another visa?

Yes, they can (assuming they qualify - some countries don't)

Yeah, i find it strange...

I guess b/c w/ the visa lottery, you then get the green card....

i am reading up on it now...

it's pretty amazing that our country actually does this... accepts 55,000 random applicants per year, and the application fee is free.

not too shabby, Uncle Sam.

Yes, they can. A married couple that I know who were in the US on F-1 visas got the DV lottery and adjusted status (this was back in 2001).

Another couple won last year, received their immigrant visas this April and have moved in the end of May - waiting for the 10-yr cards now, wife already got a job.
