Is save to travel with the NOA letter ?

Hi guys,

I'm planning to travel to Costa Rica on September with my mother, my mother in law and my wife.

My green card expires this July but I have already sent the documentation for the remove of conditions and I have received the "NOA" letter indicating the extension of my permanent residency for one year. Anyway, I want to be sure if is safe to travel outside USA with the expired Green Card and this letter.

On the other hand, I need to call to Costa Rica embassy tomorrow because they say people with Green Card do not need VISA but the Green Card needs to be valid for 6 months. Again, I need to now if that letter will good enough.

What I found:

New Visa Regulations

Effective February 16, 2009, nationals of countries that require a consular visa to enter Costa Rica are no longer required to apply for the visa, if the visitors are holders of:

A valid tourist visa, crew member’s visa, or business visa to enter the U.S., Canada or the countries of the European Union. The tourist visa must be stamped in their passport and valid for at least 3 more months.

OR

A permanent residence (green card), student visa (F1, J1), work visa (H1B, G4, etc.), or refugee status in the United States, and/or in any country member of the European Union or Canada, valid for a minimum of 6 months. Residency extensions stamped on passport are not accepted.

Well ... this is a mess. I've called the embassy of Costa Rica in Miami and they told to go to immigration where they will stamp my passport (a red stamp) expanding my residency for 1 year ( as the USCIS letter says ) and that will be enough. When I ask about what the webpage was saying they said, "hmmm ... this is the way we always work" ... so I have my uncle that's living there to ask there.

The big issue is that to get a VISA I will have to travel to Miami because they don't have an embassy here :(
