Exit Permit for my U.S citizen Baby?

Good Day!

I am immigrating from the Philippines to the US with my daughter. My daughter has a US passport and also a US SSN, I have been told that my daughter will need to have an Exit Permit. Where can I find more information about this exit permit? I was also told that if she has a Filipino passport as well we won't need to have this permit, but why does a US citizen need a permit but not a US citizen that also has a Filipino passport.

Your daughter will need nothing but her passport to ENTER the USA. As far as what PI requires for someone to LEAVE, that is another matter not regulated by the USA. Anh Maps suggestion to ask in the PI forum is a good one.
