Your husband must file for a new green card. He cannot file for citizenship yet because he does not qualify. Your husband has to have been a LPR for at least 3 years, be married and living with you for at the last 3 years, and you must have been a US citizen for the last 3 years. He fails the first requirement.

See the instructions for USCIS Form N-400 Application for Naturalization for the requirements to apply for US citizenship; http://www.uscis.gov/portal/site/uscis/men...00048f3d6a1RCRD

I imagine his green card was issued just prior to him being here two years. He will have to re-apply for a non-conditional green card 90 days before his current green card expires. He cannot become a citizen until he has been a LPR (green card holder) for 3 years.

Exactly, for now you'll need to file for Removal of Conditions when his conditional card is about to expire. Please read the guides on Removal of Conditions!
