If a citizan brings the parent to america does the us citizan have to sponser them. This is for parent to come live here. If a parent wants to visit a green card holder on tourist visa does the green card holder have to sponser the parent?

If a US citizen wants to bring a parent over to permanently live in the US, then the US citizen must file an I-130 petition to sponsor the parent for an immigration visa.

A parent who wants to visit a green card holder child must apply at the US embassy/consulate and qualify for a tourist visa based on their own circumstances. No one can sponsor anyone for a tourist visa. See my answer to you in the other thread where you asked the same question.
