Considered New Passport?

I am doing DCF from Delhi. My wife received a new passport recently (however had one before, since she changed her maiden name to her married one, a new passport was issued). Does this mean we only need Passport Certification and that is enough (since Delhi says if that is within 6 months of interview date), then district police certificate not needed, only Passport Certificate neeed. OR, does that only mean for "fresh" new passports (people that never has passports before)?

In her passport, for what its worth, it is stamped from Indian Government that she is cleared to go to US...
