what does a change in LUD means without an update on the case? Is that a sign that an action will be taken or not?

A change of the date in the Last Updated category means someone has looked at or touched your case. The update could have been triggered by talking with the IO or maybe an IO is looking at your case. A touch is a good sign, but does not neccessarily meanyou will be approved soon.
