I think it's safe to say that the CO knows how to ask every question in Vietnamese seeing that they hear it being asked almost everyday working there with the translator. I think they choose to pretend to not know it to mess with the interviewee's mind. Just my hypothesis.

Timeline

From what I remember people that work at the state department had to learn languages or already show a proficiency in it before being assigned to embassies or consulates. I do believe that they had to be in certain tasks though for the need. My friend that works for State has gone to school two times now to learn a language and their schools are supposed to be world class and total immersion. She does not do any interviews or anything but from what I remember they are supposed to hire a certain amount of locals for interpreters and other tasks anyway.
