Yes they do, they also take your Residents Card back at that time, so please don't arrange to go out of the country until you have your new passport, unless you make an appointment at a Passport Office it will be something like 3 - 6 weeks for a passport. Someone at our ceremony was in all sorts of problems because they were due to leave the country in 2-3 days, but hadn't realised they'd take their residents card back. Also remember to go to your local Social Security Office and register to vote.

Yeah, you get that paper and if concerned about your mom being sick, quickly learn you can leave the country but can't come back with that foreign passport, apparently that green card carries more weight than your certificate of USC. Depending on your age, SS can wait a couple of months if they are even around when you are old enough to get benefits so we took care of that passport first.

With the DMV and voters registration, they didn't want to see my wife's certificate, just check I am a USC box, but her employer wanted to see it, so they wouldn't get fined by the state for hiring an illegal. Our DMV would not renew her license with an expired green card and that one year extension, but would have if she said she was a USC.

I don't make the laws. In Illinois, all you need is someone else's death certificate to register to vote.
