I can answer part of this. You complete the affidavit yourself, providing all information requested for yourself, whether you meet the poverty guideline or not. Then, if you need a co sponsor, anyone who does meet those guidelines and can provide the supporting documentation can do it. They complete the same exact form as you did and provide the supporting documents requested. I know there is information somewhere on this forum about what the current poverty guidelines are for each visa type. You might want to do a search, or perhaps another board member can post it if they remember it.

Filing an Affadavit Support means that you are telling the Consulate that you are going to be financially responsible for your fiance/spouse once they enter the U.S.A. so they don't become a public charge (Or in easier to digest words, they aren't going to come and mooch off welfare when they are legal and so they dont collect public aid..)

You can use the poverty guidelines to determine if you meet the eligibility.. if you come really close to the line, or you are unsure, it is best to take on a co-sponsor..

BTW - you do not need this form until the consular interview, so you have plenty of time to determine if you can sponsor him, and if you cant you have plenty of time to find a co-sponsor.

it goes by a chart called the poverty guidelines.. you have to meet those to petition a relative......there is a chart that goes by the number of people in your household and what your income guidlines are
