HI, I WOULD LIKE TO APPLY FOR MY MOM TO BECOME RESIDENT, SHE LIVES IN VENEZUELA, SHOULD I APPLY HERE IN USA OR DO IT OVER THERE, IF I DO IT HERE I KNOW SHE HAS TO WAIT AT LEAST 3 MONTH TO GET HER TRAVEL PERMIT, TO GO BACK TO VENEZUELA, IF I DO IT THERE CAN SHE STILL COME AS A VISITOR WHILE THE PROCESS IS RUNNING, PLEASE SOME ONE HELP ME.

she can always try to come as a visitor... tourist visa is never guaranteed

Are you a US Citizen?

Note if you are a green-card holder, your spouse (if a US Citizen) CANNOT file a petition for an In-Law.

same entry rules apply... if questioned, if she can demonstrate to the satisfaction of the CBP officer that she will leave... otherwise they can and will deny her entry...

Two options, she can come to the USA as a visitor, and then Adjust status, (You file I-130 and I-485) OR you can file an I-130 Now and she can visit while this is processing (Do not overstay the visit)

Filing for an Immigrant visa WILL cost less than trying to adjust status. (Aprox $800 less)

While some use this route to gain a green card, it is immigration fraud to enter the US on a tourist visa with the intent to immigrate.
