Timeline

Embassy is where the Ambassador works, and is always located in a nation's Capital city.

Consulates are other branch locations NOT located is a nation's capital.

It it posible to file through the Consulate in Cebu vs Going to Manila ?? Or does everything need to go directly to the Embassy ??

first of, what do you wana file???

if your category is under:

CR/IR, K1, K3, and wana apply for a tourist visa... then the process will all be in the manila embassy... though i cant honestly go further and give you advice since im not sure what you're referring to... pls elaborate...

The U.S. Consular Agency in Cebu provides notarial services and special consular services for Americans citizens including assistance regarding deaths, arrests, and the welfare and whereabouts of American citizens in the Philippines. Americans planning to marry in the Philippines may also obtain an "Affidavit in Lieu of a Certificate of Legal Capacity to Contract Marriage" at the Consular Agency.

The Consular Agency also accepts applications for passport renewal, replacement, additional pages, amendment, and Consular Reports of Birth Abroad (CRBA). Applications are then sent to the American Embassy in Manila for adjudication. American citizens can also register with the U.S. Embassy through the consular agency.

No, it is not possible to have your interview at the consulate in Cebu, you will have to go to Manila, that is the only place where they process visas.

If this is not your question, repost with more info about exactly what you are trying to find out.
