So I am at work right now and I don't really have time to research on it.

My office manager who lives in Illinois, but they own a property in NY state just asked me if you need a Passport for land crossing. Her and her husband decided they wanted to show the kids Niagara Falls and were hoping to hop on the Canadian side for a few hours....(like it's nothing)

I know as a matter of fact that now it is required to have a Passport ( or am I wrong ?) in order to cross the border by car. Could you guys please link me the website that says so or something and since when (or when) it took effect (or will be ? )

My understanding is that its required to get into the USA but not required for Canada yet.

But, you might as well have one because even fi you enter Canada without one, you will need one to get back into the US!

Yes, but technically if you are a non Canadian citizen you can be refused entry to Canada if you do not have the means to return to your own country. SO technically if an American doesn't have a passport to return to the US then they may not be allowed in to Canada. I'm on leave right now so I don't know what the directive has been put forth to the Canadian officers for Americans that don't have passports that want to enter Canada. Considering that they aren't enforcing the it on the US side then they are probably allowing travel by people without passports into Canada.

Did not know this was a rule that any border guard in a country can have control over. Interesting. I thought their sole job was to make sure you had proper documentation to get into their country...but I guess if you go in not having proper ID to get back onto the other side they may see that as a risk for staying there for no reason.

Correct me if I'm wrong, but by the time you get to the Canadian border, you have already LEFT your country, so what difference does that make?

The whole "NO entry without passport by JUNE 1ST"...then allowing it with warnings is just stupid. Either enforce or not.

Correct me if I'm wrong, but by the time you get to the Canadian border, you have already LEFT your country, so what difference does that make?

Because if you are officialy refused entry at the Canadian side the US has to take that person back. If that person was allowed to entry Canada at the port then the US doesn't have to re-admit them to the US and then Canada is stuck with them.

This happens quit often with non Canadian or US citizens. For example, an Aussie citizen arrives at the Canandian border with no passport seeking entry to Canada to look around for awhile then return to the US. The Canadian officers know that the US will not admit the Aussie back to the US without his passport thus if the Canadian officer allows the person to enter Canada that the chances of them being able to return to the US is slim. The Aussie is then official refused entry to Canada and the US has to take him back. What they do at the US port is up to them but they won't be stuck in Canada.

US citizens will be different story. Probably can safely say that the US is going to let the US citizen back into the country even without a passport but I'm sure they will get a good lecture and spend a good amount of time sitting at the port.
