My fiance (beneficiary) lives in Seoul but is moving to a new address. We received NOA 2 but have not received NOA 3 and I am afraid it may get lost. What is the proper process to change her address? Should we change the address with USCIS or with the US Embasy in Seoul?

1. There is no such thing as NOA3

2.after NOA2 USCIS will send your file to NVC for oversea processing, after NVC, your file will be sent to the embassy.

3. you can call NCV or call and or email the embassy to change the address, do this ASAP so if the embassy needs to send forms to your fiance, your fiance will be able to get it.

I'd also call the embassy once enough time for them to receive the process is passed and confirm the address change. I changed my address in between NOA2 and embassy myself and although we did call USCIS to change the address on file I also called the embassy and confirmed it with them (they had the old address since they receive the hard copy of the petition).
