You do not need petitioner's birth certificate unless you are using that as your proof for citizenship. You only need your U.S birth certificate only if you are born in United States. Beneficiary's birth certificate needs to be sent later on in the process only.

I think you have quite a bit. For proof of marriage with our I-130 I just included:

1. Proof that we had a joint bank account (with a translation of the account info).

2. Photos of us together, about a dozen, including photos before, during and after our marriage.

3. A sworn affidavit affirming that we were a real couple.

So, I wasn't able to include half as much as you, and it was still approved. So, I think you are fine.

As for the letter, I don't know if there is a specific format. We had a lawyer that was willing to help us. Here is what mine said. (Keep in mind that this is the translation from Spanish into English; it does make a bit more sense in Spanish. Also, some of this is legalese from El Salvador.)

"In the city of ________, department of __________, at fourteen hours with thirty minutes on the day of ___________. Before me (Name of Lawyer), Notary of this home and of (City where he also works); Mr. (Name of person making the affidavit), who is of twenty-eight years of age, with the birth date of ____________ in (place of birth), student, of this home, person which I know and I identify through his Unique Document of Identity number _____________. TELLS ME THAT HE DECLARES UNDER OATH, with the object of giving testimony that the persons (my husband's name) AND (my name) have a life in common and they form a couple. Manifesting the following: That he is the proprieter of an Inn, called ________, located in (direction of the hotel) and that he is certain from the views and of having heard that from the day of __________ to this date that the persons: (my husband's name), who is of the age of majority and of Salvadoran nationality and (my name), who is of the age of majority and of American nationality, residing in El Salvador, that they cohabit together in said Inn, since he is certain that they carry out all their daily activities in common, such as: to cook, to was, to iron, to watch television, to go shopping, to go to the center of computation together, they eat together, they sleep together, appearing this way in common their lives, that from the date above established to the current date they have not missed one single day of being together during the night in this Inn of his property. The grantor of this record, declares that he can give faith that they are a couple that keep and maintain a life in common and that they carry out homelike activities together, the witness is certain of the before declared items from seeing and hearing since he also lives in said inn, he daily shares it with them; he also maintains a lease relationship with the mentioned persons. And there not being anything but that to make consist, this way expressed the grantor to him who applies the legal effects of the present notarial record, which consists of single foliate, useful and read that was made entirely in a single act without interruption, manifests to me its conformity, it ratifies its content and we sign. EVERYTHING GIVES FAITH"

If you speak Spanish, I could type it out in Spanish, because, as you can see, the translation is a little odd at points. But, I think the fact is that each letter needs to state the full name, address, and date of birth of the person writing the letter. It also needs to clearly identify you and your spouse. As for the details, they need to be things that people around you have seen. Maybe friends or relatives that have spent time with the two of you each time you have visited and have talked to you on the phone when you have called.
