Got REF from CSC - how to answer?

well i met my fiancee on filipinaheart.com and when i called csc and asked i was told that seems they didnt specifically hook me up with her per say then its not a marriage brokerage.

And its also a free web site that you have an option of paying to upgrade your account and it gives all the people there that puts a profile on the site to either stay for free or pay for gold membership.

So the woman i talked to said that it doesnt fall under the marriage brokerage catagory so i answered no.

from the way she explained it to me os that if i requested a 19 year old philipina with such and such qualitys and then the web site host gave me the information to contact such person with those qualitys and i pay them to hook us up then that is a marriage broker.

although i still not get my RFE, but i want to know how to answer this question too. I knew my bf on a webpage, www. asianeuro.com. He need to pay 25$ a month to contact others. How i answer? Maybe i should answer yes, right?

Well, my fiance said we should say NO because we sent an email to incredidate.com and they replied saying that site is not international marriage broker. He said we should attach that email and and another sheet explaining some things such as saying the name of the site and how we had the first contact. Although he already did this when he filled our petition, he is going to do again.
