I'd have to say that many of these low-income women has plans not to work themselves but to use child support money to live on. The situation goes like this: The girl knows the guy. Then the girl sleeps with the guy and become pregnant. She would then scheme to sell the guy short by breaking up with him. Next, she decides to enforce child support on him. But, the scenario only happens if the guy isn't too smart. Which in many cases they aren't anyway.

Although, the number of deadbeat moms are larger than deadbeat dads.

I am amused that a number of you people suggest this guy needs to "learn something".

This concept that "education" is the answer is laughable.

Do you really think, even after the guy has heard 21 times that he got someone knocked up, he is just one condom-class away from changing?

The main problem is, Gov't does every thing to feed into this type of behavior by either rewarding or softening the effects of their actions..... how do they do it?

By holding the kids as hostage!

They Guy is just looking to get laid (who isn't) ...and he does not like using condoms (who does?).

This type behavior is not only being reproduced but "Mass-produced" as in all likelyhood, his offspring will follow this same pattern.

Not really. This is one exception. Just like dividing by zero. Or, probability of signal to noise ratio.

Education is the key. It doesn't stop all of teen pregnancy or other types, it reduces. If the program wasn't in place, everyone would've gone out and get knocked up at the age of 14 or 15. It's just this guy bad luck and habitual behaviour that led to his demise.

I still believe that education have created literacy for everyone. Education is power. However, it will not get rid of all the problems but most problems.

After 21 times, I'd just suspect he doesn't care and has a strong assumption that his kids are ultimately someone else's problem. He has a long criminal history and is probably going to prison shortly for violating the terms of his probation. There is basically no hope for the state of Tenn to seriously get money out of him.

They're already punished and there aren't many disincentives for having kids if you don't have to pay for them. Now multiply that millions of people doing the same thing but not to the extent of having 21 kids.
