passport and NBI clearance

Hello all,

My Traveled to Butuan today to apply for NBI clearence and passport.

The NBI clearence failed because there is another lady that has the same family name , this happened before and then they issued it after they verified this, they told her to come back in two weeks.

Thre DFA said they would process her passport but would not release it until she did CFO ceminar; they told her to do CFO and then come back June 11.

I had sent a letter with her asking if they could release passport for tourist category and then when she went to Manila for med exam she could do CFO while there and then get CFO sticker for passport at DFA after. I did not see a problem in doing it that way , but I guess they did, Now she has to travel 3 times to Manila for CFO, Med exam, and interview. She live in Bislig this is alot of far and hard travel for her not to mention the travel cost for 2 people 3 round trips. Plus she has to go back to Butuan again too.

I wish something could be easy with this process but everthing is so difficult.

if she got her NBI before and had a same name with record, she can just renew her NBI so that they can release it the same day and dont need to process it for 2 weeks again...

07/18/12 - AOS fee bill/paid "IN PROCESS"

07/20/12 - AOS fee bill shows "PAID", mailed AOS package

07/25/12 - received AOS

07/25/12 - IV Fee Bill Invoiced, paid $230.00 "IN PROCESS"

07/26/12 - IV Fee bill shows "PAID"

07/28/12 - mailed IV Package

08/03/12 - received DS 230 packet

08/14/12 - sent RFE

08/16/12 - NVC received RFE

08/21/12 - log in failed

08/22/12 - case complete!

09/26-27/12 - medical at SLMC

10/04/12 - interview

12/01/12 - Left Philippines

I just went to DFA yesterday for passport renewal (changed name into married)and had no problem...she should ticked TOUR for REASON for applying passport instead of migrate..but i guess it's too late for that now..sorry she'd had hard time collecting her docs...

Steve, are you guys married? If yes, CFO is required to renew passport under married name. Should've called DFA first before she went to renew, they will give the required documents. You are asked to come back because you lack the required documents. If you had all the documents, they can send the passport via courier to butuan and no need to come back.

CFO sticker will be issued AFTER you get the visa not the passport. So, your wife will have to go to Manila, Do the CFO and submit certificate to DFA, do medical, get interview and go back to CFO seminar place to get the sticker. Your wife do NOT get the sticker from the DFA, they do not issue it in DFA Office. They have non-profit organization that runs the CFO seminar for them. There's one in Katipunan. Google Commission on Filipino Overseas to check the places where you can get the CFO.

I think this one would be best moved to Philippine regional forum.

As for NBI, you can't do anything but wait.

I don't know why you got issued your passport under married name (with foreigner husband) without the CFO... but please do not advise people to do this. It may cause them delay and problems. If you call DFA, they require the CFO seminar certificate for renewal/update of status for the passport if you are married to a foreigner. That's the legal process.

Don't mean to be rude or anything.. but it may cause some people problem such as the OP when they didn't bring in the required documents.

Mine was RENEWAL and the requirements i submitted was 1,4 and last page of my pssport,marriage and birth cetificate from NSO,and three passport size pics,(navy blue or light blue back ground)i dont see any problem as i myself didn't have problem obtaining it...

I don't know why you got issued your passport under married name (with foreigner husband) without the CFO... but please do not advise people to do this. It may cause them delay and problems. If you call DFA, they require the CFO seminar certificate for renewal/update of status for the passport if you are married to a foreigner. That's the legal process.

Don't mean to be rude or anything.. but it may cause some people problem such as the OP when they didn't bring in the required documents.

Also my advice is through my own experience...I just happen to be be a filipino so i know how agencies works in this country...

I said, I don't know how you got past it... but most people won't and it will cost them delays. I didn't say you did something wrong. Maybe some can renew without the CFO but some won't because under the marriage certificate the husband's citizenship will show up. And if people got a strict officer looking at the RENEWAL they might get denied or put on hold.

I am also a Filipino, forgive me if I sounded rude. But giving advice to circumvent the requirements of the government is not really a sound advice even if it comes from your own pesonal experience. It is bad enough that this process take toll on people... they don't need to get bogged down with minor setbacks for not complying with the requirements.

As I said, I DON'T know why they issued you a RENEWED passport without the CFO given that you are married to a USC but not everybody can be lucky.

I'm not here to fight or argue, all I'm saying is.. somebody might read your post and go to DFA without the CFO certificate and might get delayed or worse denied for lack of required papers.

hello, I also have not encountered a problem when I had a change of name from maiden name to my husband's , all i brought was the marriage and birth certificates ,NSO copy and pictures plus the old passport and to think i had just been issued a passport January 2008 , and i had it changed to my married name; the officer just asked me why am I having it renewed and told him I got married , no CFO required .

about the NBI clearance , you will have to wait for 5 working days , it happened to me , when I had a renewal of my NBI clearance ,just 2 weeks ago , I wasnt able to get the same day coz there is this thing they call "hit" if you got hit , meaning you have a namesake , and will be released after 5 working days, if " no hit" , you will get it the same day ; and besides if you already had gotten a copy and will just renew , no problem there , just wait for few days .

I've learned that in some place you are required to submit a copy of CFO seminar to apply/renew a passport. I almost fly to Manila to attend that seminar co'z my friend from Cagayan de oro told me it's one of their requirements but when I went to the DFA office here in Davao City to clarify this thing they didn't even know about the CFO seminar. So i got my passport renewed without the CFO certificate.

With regards to your NBI, if the other person who have same name like yours and has no criminal record then you are lucky, but if she did then that will be a headache. It usually takes ten days to release your NBI clearance once you're "hit"

In fact the old passport will still be valid until its expiry date,and the CFO certificate is not really one of the requirements,the green passports i believe it is required,but for the machine readable i dont think so,an dto support my statement here's another link dfa.gov.ph

oh well, as i said some get lucky, some don't.

i called DFA to confirm and they were admant about the CFO.

If people want to go to DFA without it that's on them.

If they are put on hold.. then that's on them.

yes, the green is valid. most of us want to change to machine readable one because it is very expensive to do so in Philippine Embassy.
