what exactly are they doing? spitting the drink on he baby? blowing the air of the alcohol on the baby? Whatever they're doing, I wouldnt try it. (those are some really cute babies )

I don't think they are spitting the drink on the baby, its the sound which is calming the baby.

ETA-- Parents aren't using wine, if you see the glass they are holding, its clearly water. They are just making the sound of how it is done with wine tasting.

When I first saw the wine in the glass, I thought this isn't looking too good. Phew...soothing sounds do calm babies, but so does holding them.

Yep, the sound is clearly very intriguing to a baby, but I think it depends on the reason why the baby is crying in the first place.
