yes she can. just bring her passport, they need to see her I-94 which is attached on it. The length of time to receive the SSN depends on where you apply for it. some office can immediately assign a number, while some would take a month depending on the speed of their system, as to how long it takes for her record to show up.

Has nothing about which office you apply. It all depends on how long it takes the SSA office to verify your status. If you can do it while you are in the office and the finish process ing the application. You can normally go back to the office the next business day and obtain your number. You need to allow a couple weeks for the card to arrive in the mail/

If the SSA office cannot verify your status while you are at the office if can then take weeks and sometimes months to verify your status.

Check with your county court if a SS number is required to get married. Many counties/states don't, some do. Vegas doesn't - nice, fun option! Good Luck
