can anyone give idea about what is priority date and cut of date , as per visa bulletin for may 09 , cut of date for F3 india is Sept 2000 , does it mean that only those cases filed on or before sept. 2000 have been issued visas ? because one of my friend whose father had filed his petition under F3 in jan 2001 had received visa call in march 09, she gave her visa interview at bombay consulte office and she has got the visa. so i am little confused with the logic of priority date and cut of date. please anyone can explain
