Another name check question

As some of you know, we were approved at Wes' AOS interview on March 9, 2006 pending his FBI security clearance.

On USCIS.gov, his AOS 'touched' date has been 12/28/05 - until a single change last week of 6/22/06.

At this stage of the game, the 'norm' on VJ would be that after a touch the case will either 'disappear' from that website OR a few days later an e-mail will arrive stating that the case is approved and a card is forthcoming. Neither has happened.

Thus it appears we are still in the black hole.

My question - Wes was in the US in 1990 on a J-1 visa. Obviously, this 16-year old visa was prior to present day security measures. He says he was not fingerprined at that time, but did interview at Belfast for the visa. The particular program his J-1 came out of stemmed from the Troubles in Northern Ireland. Officially, they were here as young musicians training for work in the US. Socially they were specifically chosen for the project and sent to the US as a 'mixed' (catholic/protestant) group. This was viewed as a sort of social experiment to prove that the two cultures could live and work together peacefully in an environment outside of the turmoil going on at the time in Northern Ireland.

Is it possible that because of this old visa, there is a 'name hit' on him that is really him? Could this be the delay?

As an aside, we did explain this old visa in his K-1 packet.

I think it's just the ineptness of the USCIS/FBI partnership; Carina is 14 and has never travelled anywhere and they can't even get her namecheck right.
