I-130 acceptance question

My wife and I were married on April 24th in Beijing (Im American, She's Russian). We filed DCF (I-130) on May 7th in Beijing, China. We are currently waiting for confirmation that the I-130 was accepted.

The problem is that I will be heading back to America at the end of this month and we haven't received confirmation of the I-130 being accepted. What may happen if the I-130 isn't accepted and we need to resubmit for some error on the I-130?

How long does it take (from your experience) for the form to be accepted and for us to be notified?

Will she be able to resubmit here in Beijing if I'm already back in America?

Will we have to begin from scratch, with me submitting it from the U.S.?

Only US Citizen can submit petition, if you move back to USA you would be re-submitting to USCIS in the USA.

I have seen a few DCF cases posted on A Candle for Love, even a few cases where person interviewing for a visa was not a Chinese citizen.

You may want to join Candle and research the interview process through the US Consulate in China, if your spouse is going to interview there.

Correct, USCIS located in the Embassy or Consulate may request an interview BEFORE they approve the I-130.
