on the issue of fraud, the interviewers are only going on basic, general looks. How can they be expected to (catch) this type of person when we have talked to them for months/years and dont see it? The person wanting to do fraud probably knows all the steps they may seem to know the process already and are instructing you what to do, they may seem to be in a hurry to get everything done and get upset when its not moving fast enough for them. There are signs, the embassy doesnt see all this.

There are many denies, sent back, expired even when things are on the up and up and real, these will take longer but will last the test of these times (and expenses)

You got that right for sure. I know these COs cannot know for sure who is committing fraud and who is not. I absolutely believe that many times they have a shadow of doubt due to the high fraud rate at this post, so their way of handling it is to return these files to the USCIS and see who makes it out of the return process...still together.

If this is happening to you, my personal advice is to research the facts, hire a good immigration lawyer who can demonstrate they specialize in returned/denied visa petitions and applications.
