It's not just Arnold. The responsibility also falls to free-spending legislators, and activist courts that rule for illegal aid and environmental regulatory nonsense every chance they get, as if nothing costs $$.

It's a case where the minority is able to put a stranglehold on the whole state. The hard-liner Republicans have no plan or budget idea themselves. They come from the POV that all government is bad and they want government to end as we know it. They envision a state and a country that magically functions by itself, without any government to interfere.

Californians voted twice against gay marriage, and several times against various aid to illegals, including educating illegal chldren. The courts have stepped in repeatedly to overturn their attempts to reign in state spending and liberal nonsense.

They are now. California used to have the most enviable public education system in the nation, from grade school thru college. It's a mess now.

That would be because in the past public education was managed by a wonderful right wing controlled state legislature that funded these schools munificently and everything was efficient, organized and wonderful, and now the librul govmint has got it's paws on it and ruined it, right?
