Economies expand and contract. When we size government in line with tax revenues during an expansion phase, we set ourselves up for this.

Let me simplify the concept for you with fictional numbers.

Let's say the State of California brings in $100 (on average) during the peak revenue year of the expansionary phase of the economic cycle.

Let's say the State of California brings in $90 (on average) during the trough revenue year of the contractionary phase of the economic cycle.

It is my argument that the State of California must know how to run on $90.
