It means approved or not approved or request for information...a decision of some sort. NOA2 is a "VJ" term. The official I-797 is a Notice of Action (NOA). The NOA #1 is a receipt, NOA #2 is usually the approval, but can also be an RFE or notice of some other action.

No. It means, basically "decided" Stems from the word "judge"

NOA means notice of action. NOA2 means the second notice of action, which can be anything but is often the decision (approval) and is therefore loosely used to mean that. If you get an RFE, the RFE would be your NOA2. Then your approval may come with NOA3
