Friends.

My Wife (recently a USC) is applying for her Mom's GC. The application is complete, and she translated her Birth Certificate proving the relationship with her Mom. The instructions say that any translations must be certified?

What does this mean? She has a friend who is also a Russian-American who can attest to the translation but is there a particular form we should use for the certification?

Seems I remember doing this once before and all it required was a statement signed by a Russian native speaker attesting to the accuracy of the translation.
