ok, here is the situation.

My wife is currently F-1 status, and I am a US Citizen.

I wanted to file AOS, the whole packet, but because of my financial issues I don't think I can.

Long story. Is it a bad thing to file the packets seperately?

Next question.

If I just file I-130 for now, when is my wife officially not a F-1 visa holder?

Its for her school, we cant afford to pay her tuition as an international student,

but we cant pay for the whole AOS packet either.

So, I was wondering if I can submit I-130. than the rest later.

Kind of a weird situation, but anything will help.

If you're wanting to change the out of state fees (cause she's international) to in-state then the only way I know of is to file for AOS completely (that's form I-485). There could be an attorney at her school that will give you info free of charge. At my school I was told that they would consider me still an F-1 until I filed for AOS.
